The part is called the "radiator tie rod" For the M it is IH part No. 68281D For the MD, it is part NO. 69230D. The rod is attached on one end to the "Radiator Brace Tie Plate" (which is attached to the top of the radiator) and the other end is attached I believe to the steering shaft center support. The parts book does not show the attachment at the center of the tractor so can't tell for sure exact attachment point without looking at my tractor. The only function for the rod that I can see is to brace the radiator at the top.
