I only know a little about what we're talking about...
Stuff will rust under primer because most primer is porus, that is water can get through it.
There are waterproof primers but the paint doesn't tend to stick as well to it.
Some primers will fill small pits (etching?), there are some in rattle cans.
All primer and paint will, by definition inhibit rust. You could also use POR15 under the primer.
POR=Paint over rust. I've never used it but I've heard good things.
If you're sandblasting you won't need it though.
