H battery won't charge

A while back I asked about the knob for the lights and charging on my 1940 H.I put the knob where it was suggeted and my meter is consistently reading in the "discharge" region. I cleaned up all the wiring connections and cables, still can't get it to charge. Any place I turn the knob it reads discharge. Today I put a new battery in to see if it would make a difference, still reads discharge. Can anyone tell me what I should check next? Could it be the generator and/or voltage regulator? Would like to sort this out on my own to avoid paying for any service on it. It runs fine when we get it started, but after setting a few days the battery has no power to it. Any suggestions would be appreciated, and thanks.
