F20 help

I just got a restored F-20. It runs great, but sounds like kinda like a "popin johnny" I pulled the Plugs and found they were really black. I was told that the fuel was too rich. I cleaned the plugs, and it sounds better. I am running unleaded gas in it. should I be running kerosene in it, and what are the best plugs to use? The engine was completly re-built by the person who restored it, with all new parts. I have read replys in this forum, but still am not sure how to set the timing or just check it. I still need a belt pulley for it also.
