I believe that what you're calling the regulator valve, Leslie is calling the unloading valve. A plugged orifice in it is a common cause of the hydraulics system continuing to supply high pressure when the control valve(s) have been returned to their center position. It's not clear to me why your system unloads when the control valves are in the lift position, so you may have another problem as well, but cleaning out the orifice in the regulating valve is definitely the place to start.
