$1400 is fine. But, if there were two equivalent tractors side by side, one with and one without the loader, priced the same, I would take the one without the loader. The C is rather light for a loader. Don't worry about the paint. Paint does nothing for the value of a tractor unless everything else is fixed. Side by side again, I would probably pick the rusty one. That tractor, if it has no major problems is worth far more than $700.
