I would concentrate on checking every fine detail of the fuel system. Take the plug out of the bottom of the carburetor. There should be a steady flow of fuel out of this drain. If not, the fitting in the bottom of the tank, the sediment bowl assembly or the carburetor inlet screen are the most likely suspects. If good flow of fuel, the problem almost certainly is in the carburetor.
