IH 300 Carb Problems

Hi - I have an IH300 and am having some carb problems. There is gas dripping from the drip hole filler plug at the rate of about one drop per second. It's hard to tell, but there might also be gas dripping from the drain plug at the front bottom of the carb as well, but this is at a much slower rate. I am also having a lot of trouble adjusting the rpm rate. I can't get the tractor to slow idle at 425 rpm (as is recommended). The lowest it will go is about 600 rpm. And the highest rpm rate I can get with the throttle at max is about 1200, when it should be 1900 rpm (unloaded). Does anyone have any suggestions as to what the problem(s) might be? Thanks, Doug
