Dont Know about the PTO but on the steering remove the big nut and steering arm replace the heavy snap ring under it,then check the arm to make sure you can tighten without it locking up the spindle, you can add shims on top of the snap ring if it locks up.Also if the splines are worn put a piece of .001-.003 shime stock in the splines as you install the top arm most good hardwares sell it.
