Phil, i purchased an H about a year ago. could not get the carb to tune. after rebuilding it twice and taking it apart a dozen times. i found a broken tap stuck under the metering jet bushing. i guess some "rebuilder" broke it off and just put the carb back together like it was. maybe you should look at it yourself. try squirting carb cleaner through all the passages to check for correct flow. i'm still looking for a replacement carb that cost less than the tractor.
