Steering bolster shim on M

My 1950 M has a tapered shim above the lower bolster which is set with the thick end toward the back. I have seen postings in this forum archive which imply that this setting will correct road shimmy, while setting the shim with the thick end toward the front (tilting the wheels back) will make steering easier. Is my understanding correct? Mine seems to steer awfully hard sometimes; whacked my thumb with the spinner yesterday while bush-hogging. I'm thinking maybe I should turn the shim around.
