A little help with a 504 gas motor please...

Have an IH504 that I use for cutting grass on my farm.

Suddenly, It won't run without the choke, even when warm it needs about 20% choke. If I turn the choke off it smooths out and runs fine for 2 seconds and dies altogether, no sputtering.

So far I've:
Drained and put clean gas in.
Checked and cleaned fuel line and filter and even run it without filter to test flow.
Checked and cleaned oil bath air filter.
Removed Carb and cleaned up jets and needle valves.
Cleaned spark plugs (did not have a set of new ones)
Checked manifold-it has a hole at the downpipe joint but otherwise looks OK.

Can someone please tell me what I am missing?
