Who needs steering anyway?!

I just put a bid on what I think is a IH 140. The problem is when the steering wheel is turned nothing happens. The shaft going into the gear box turns rather freely and there is no reaction. Does this have a keyed shaft or is it a broken shaft? Next question where did they hide the serial number in this puppy? Would kinda like to figure out what exactly I just bid on. Any help would be appreciated.
