controls on a 1940 H

I just got an H with SN 50488, I assume it is a 1940. Am trying to figure out what the oval shaped box with the black knob is for and how it should be set. It sits a little below the steering wheel and houses the amp meter. Someone told me it is the light switch, but as they are all burned out I can't tell. The battery is not staying charged and was wondering if this knob needs to be at a certain place so it doesn't discharge. Any info would be appreciated. Thanks.
