300 International Utility 1955

Can anyone give me information on the linkage for the govenor on the tractor. It idles at full RPM all the time.
I can't seem to obtain a diagram of the assembly or get an info on it. I had the carburetor off for repair and when I re-installed it I can't get it to idle properly. All idle screws are according to the manual.
