Kevin - Could be a vacuum leak like Phil suggests, or could also be a clogged idle circuit in the carburetor. If you find no vacuum leak, suggest tearing down the carb again and carefully cleaning out the idle circuit passages with a fine wire. Pay special attention to the idle bleed port (there may be two ports...) drilled thru the side of the venturi in the plane of the throttle plate - the openings are very small and easily plugged. Use compressed air to blow thru each passage to insure it's clear before reassembling the carb.

Note - If you just put a rebuild kit into the carbe, it's OK to reuse the new gaskets....
