1955 300U PTO will not shut off!

I just got this tractor running after it sat for 3 years. The motor works very well but I am finding other problems like this one. The PTO continues to turn when the tractor is running. The levers are not frozen and appear to be working the levers to switch the PTO off, but something is obviously stuck internally. At least I guess that is the problem. Any ideas would be appreciated. Someone actually told me this was normal but they must be wrong.
