A tough starting C

Hello,

I just got my 50 C started after it sat all winter in the shed. After several attempts to start it on the battery I gave up. I finally got it going by rolling it down a hill and letting out the clutch. Any ideas on how make starting a little easier the next time the tractor has been sitting for awhile?

Also, the battery doesn't seem to be getting much of a charge. The amp needle is straight up with the engine running rather than to the right. Can I adjust the Delco generator or regulator to increase the charge?
