Carb help IH 354

I'm working on a IH 354 with a Zenith ZNN carb . It is running really rich and gas is pouring out of the spray bar for the high speed jets instead of a fine mist . It was bad enough to wash the oil off the sleeves and damaged two piston skirts and main bearings were into the brass. I rebuilt the engine , then found out about the carb problem . Long story , not my tractor. Belongs to a church camp, they said it was burning oil and kept fouling plugs . Back to the carb , its pre metered high speed jets , non adjustable float . Idle screw has no affect on preformance . Book says nothing about adjustments . Anyone have any experience with this carb/ tractor ? Thanks , Ivan Cousins
