I'll take a shot at 2 and 3.
2. All replacement steering wheels I've seen clearly state "not like original". If yours is not too bad, bondo or some other flexible epoxy will fill small cracks and flat black spray paint will prevent black hands.
3. I have Guy's book too. I have not done this but I would think it would be possible by CAREFULLY reading the appendix on decals, to determine each decal needed for a particular year and country of origin.
