Actually, not all SM tractors have the holes you mention. I've got a late '52 SM (stage 1) that has a grill and front bolster identical to an M.
Those holes were to attach the braces that went to the front-mount 4-row cultivators. Sometime after my tractor was made, the front bolster casting and grill received those holes for such attachment. The M and early SM models used an additional part that bolted to holes closer to the center of the grill and connected to both braces. I think (but I'm not certain) this change came at the same time the lower portion of the bolster received the vertical holes on the corners like are found on the 400 model.
