Not familiar with the carburator or the bolt. But can tell you the reason for the rusted bolt. It is rusting because of galvanic corrosion. Happens when two different metals are in contact and some fluid that conducts electricity (usually water) is present. Don't know how the carb is made, but would suggest making an effort to replace the bolt with one made of stainless steel, or at least try to find one with a corrosion resistant coating.
