coldblooded F-706D 310 german diesel when starting

I took out all of the injectors and brought them to the local diesel shop. The specs called for 2900 psi. My injectors averaged 2500 psi. they told me they could clean them by a process called electrolysis which should bring them up to or close to specs. Is it possible to rejuvinate them in this fashion or should I purchase new tips? Also will this help my starting problem? It starts and runs fine in warm weather. The diesel shop also told me I should bring in the tractor sometime and they would put it on a dyno and they could adjust the diesel pump to make the tractor have more power. Is this a good idea or is it hard on the engine?
