PTO fluid?

I took the belt pulley assembly (the one that would run a stationary gristmill) off the back of 1953 Super C in order to install 3 pt. hitch kit, and almost NO oil ran out (about 1/2 cup). My question is was that gear housing suposed to be full of oil? Does this mean that the whole PTO system would be low on oil? What kind of fluid should go in there? I suppose that I should check this out before I run the PTO under load. Thank you so much for your help. -- Martin
