Great feeling to get the engine running isn't it? The ballast resistor keeps the points from burning up. Starter is okay with 12 volts. You could get a coil with an internal resistor, but if you already have a new coil then an external resistor will work fine anywhere in the ignition circuit between the battery and distributor. Don't try to run the starter current through it.
