Starter Problem, am I right? '41 M

I'll Make it short, checked all wiring got fire all around, tried all the short cut's turning the starter. I took it off, shook it a little and put it back on, got a little bit of turn but not enough to spin the thing. Is it rebuild time? It's a 12 volt system also. Thanks for any help, cause I need this M this week to plow.
