Hydraulic pump wont let go

I assembled a 560 out of two dead ones. Started right up and everything seemed OK. Cycled the steering and the hitch to get the air out of it and everything worked, but the pump would pull the motor down for about a second after the hitch stopped moving, but then it would let go. Now it wont. When you move the hitch the motor winds up when the cylinder is moving and pulls down when it stops and the high pressure hose never relaxes. What have I got screwed-up? Thanks, Bill
