Clutch Adjustment

Have a Farmall A and I was wondering if the clutch is bad or I am adjusting it wrong. When I hook up empty utility trailer, I put it in first gear and it just sits there with the motor running, but if I push the tractor with it still in gear, it finally starts moving along. Once I am going, and try to shift to 2nd gear it does the same thing. Someone has to push the tractor to get it moving. I have adjusted the clutch linkage and it doesn't seem to be any different either way. I was wondering if this was a sign of a bad clutch or something else. Thanks for any ideas!
