Sounds as if you've tried everything except what's needed to fix the problem. Couple of things to check, assuming you've got a test meter. Check the voltage between the coil terminal attached to the ballast resistor and the ground terminal of the battery while you are cranking the engine with everything hooked up the way it's supposed to be to run. If you see a steady 12 volts, you have VOLTAGE to the coil, but no CURRENT flow through it. If that's the case, look at the gounding on your distributor (measure the resistance between it and the negative terminal of your battery with the ignition turned off) - shouldn't be over a few ohms, if that. You've basically replaced about all the other wiring, so unless something got hooked up wrong that's a good candidate. If you show a steady 6 volts on the coil while cranking, you may have a bad condenser, or the points are shorted out somehow. Pull the condenser and test the resistance across it with your meter. Should start out "low" and then build up with time until the meter overranges. If that checks out OK, look for a short to ground on the distributor side of the coil (little wire, with the points OPEN). If the voltage at the coil is swinging between about 6 to 9 volts, it's trying to work, and your high voltage which is supposed to go to the plugs is going somewhere else.
