farmall H that won't run

Please help. I have a 1941 farmall H that I can not get to run. It will sputter and try to run if the idle adjustment is at 1 turn and the main jet screw is at 2 1/2 turns, the throttle is all the off and the choke is half way on. Other than that I have tried all other combinations and nothing works. What could the problem be? I still believe that anything is possible. I had to retime the engine and I pulled the head during the repair. If I turn the choke all the way on the engine floods. If the choke is off nothing happens.
