The tube you are referring to is part of the crankcase ventilation system. There should be a small hole in this tube to assist in removing any blow-by past the valve guides. Oil returns to the crankcase by flowing down the push rod holes to lubricate the lifters. Air path through the engine should be as follows: Air is drawn into the tube on the tappet cover (right side of the engine and held in place by 3 cap screws) across the crankcase to the governor housing. You will see a little tube that runs from the top of this housing to the front of the head. There are threaded passages in the head that the fittings on the tube in question go into. Your tube pulls vapors from the valve cover area and they are dawn out of the back of the head and into the air cleaner. Now I wouldn't call this system PCV (Positive Crankcase Ventilation) but for late 1930's technology it isn't bad. On my '51 H I could put my hand over the air intake and enough air could be drawn through this system to keep the engine running. About all I can add to the 6 Volt conversion is to make sure the circuit is positive ground. Regulators are too expensive to learn this the hard way.
