A picture is worth a thousand words. Just replaced a broken spring in my governor. Screw #7 all the way in and #11 all the way out. you should be able to move #6 fwd and back by hand to vary the speed from hi to idle. If you can, the carb is eliminated as the problem.then I'd check the weights, sleeve and bearing to make sure they're free. Another possibility, don't know if it can be done, but check that #6 hasn't been rotated on the shaft somehow in the increase direction. Good luck, and post back with what you find.
