slow startup on Super C

My dad and I just got my Grandfather's Super C and I am not sure if the tractor was having this problem before or not. The tractor has a new battery, the starter checked out OK, and the generator has just been reworked. Yet the tractor still will barely turn over when the starter is pulled. At times it even stops for a second as if the battery is dead. Yet it fires up well even at these low revolutions when I increase the throttle. If the battery is dying would it continue to run after being started? The Amp meter reads 0, but I am not sure if it works. What else should be checked? Is it possible that I bought a brand new bad battery? Any ideas will be appreciated. Has this happened to any of y'all? Thank You -- Martin Kellner
