Apply liberal amounts of penetrating oil such as liquid wrench. If you have the nut off the bolt, you should be almost there. After the penetrant has time to work, apply a hammer to the bolt to drive it out. It should come eventually. You may want to put a nut loosely on the bolt to keep the end of the bolt from mushrooming. Also to keep it from coming out suddenly and the weight falling. The problem here an with other rusted bolts is that when iron rusts, the volume increases many times over. This expansion can cause things to really get stuck tight.
