Never had it happen, but something is sticking the throttle open or keeping the weights from moving. I'd look for moisture in the governer housing first, or a lot of sludge. There may also be something in the tube that contains the throttle rod, between the top of the governer and the carb. If the governer is not responding I'd be afraid of overspeeding the engine and causing damage. Like to hear what you find.
