That lever enabled you to change the belt without removing the hydraulic pump - but most of the time it will be missing or stuck - and was discontinued on the later 350s. Usually, you just unbolt the hydraulic pump to get the belt on. In the future, buy yourself and extra link-belt and you'll never have the problem again. The link belt comes apart, and thusly works great on my Deere crawler and also on my Case backhoe since both machines require unbolting the hydraulic pumps for conventional belt removal.
