You man need to change the seat. That said, rubber needle tip, or brass needle tip?
If rubber, find a piece of thread and wrap it around the head of the needle, and use it to spin the needle back and forth in the seat. I've had good luck making a rubber tipped needle seat in this way.
If it's a brass tip, spin it if you can, and then use a small hammer to tap it and seat it in.
Beyond this, all I can say is this seems to be a common problem anymore. I've got a carb on a forklift right now that's been rebuilt, and been apart half a dozen times because the needle isn't seating. It might work a dozen times in a row, it might work once. Then you go to start it and it floods. Pull the carb, go over it, and the cycle starts all over again, no rhyme nor reason to it.
