plugging and ruts

Last fall this winter were wet and my pastures/hay fields are plugged and rutted. I would appreciate suggestions for ways of dealing with this short of total plow, drag, replant, etc.
 
When more dairy and alfalfa was around, cultipackers were around. They could do a good job of that, set shallow and might need several passes, the teeth in the middle would level, the packer wheels would press things down flat and ?reseed? any ripped up sod to keep things growing.

This is a big fella, there were smaller versions back in the day.

Need to pick your best day, damp and soft dirt in spring, not too wet, if you wait until the heat and dry of summer won?t work well.
