throttle likage problem in governor

I have a series 1 d17, when i pull the throttle
down to increase engine speed nothing happens, it
just continues to idle. I traced this to the governor and found that the linkage to the carburator is not being worked. any ideas? maybe a broken spring inside governor housing? any replies would be helpful. thank you.
 
My H Farmall did that once, and the linkage inside the governor was stuck with a bunch of gooey crud. Took the cover off the governor, applied WD-40 copiously while working it back and forth, and it worked fine again.
