That is a Frazier rototiller. 2 cycle engine and dates back to the late 40s and early 50s. To work the pull starter on it you have to push in the center area if it to engage the start pull set up. Got the manual for it here on my desk and my friend has the machine at his place
 
That sir is the single finest rototiller ever marketed. I have 2 that I cherish. They make your Troybilt types look like toys.
 
If it was a bone shaker then it needed work. Uncle had several over the years and one hand part time was all it needed to operate and made the best possible garden seed bed. And you turned the handle bars sideways and never had to walk on the tilled ground.
 
The one I had was with the bolo tines and if you hit some roots it would jump ahead about two feet. I had to admit that the ground I used it on wasn't the best. The one I have now is on a tractor and all I have to do is ride.
