This tractor has a miss when running. I loosen the inj. lines one at a time and they all spray and creat a bigger miss but for one which drips and not much difference in the sound of the engine.. Is this an inj. problem or a inj.pump problem?

Before I did anything, I would remove the timing window on the pump and look for what will look like coffee grounds.If so, have the pump rebuilt.Otherwise it could be either the pump or one of the injectors. Have seen one cam ring lobe in the pump broken in the past that caused a miss like you describe. I would start by pulling ALL the injectors and have them checked if the fuel in the pump window looks clean. You can't always tell which injector is bad by loosening the lines.
 
while you have the pump window off you could check timing. This would be a problem in common with all cylinders
 
Those engines sometimes break a rocker arm... something simple to check out b-4 throwing the big $$$ at it.
 
I had a 68 4020 that the rubber plugs in the ends on the rocker arm tube slide in and cut the oil supply to the rest of the tube. Without the oil going down the tube the valves weren't getting oil and were sticking in the guides. So when you check for broken rocker arms like Bob said start the tractor and see if the oil is dumping out the back of the tube flywheel end. Or if you have the tube out and it has the rubber plugs replace them if they are loose in the tube. My plugs were almost sliding around like marbles. The new ones go in pretty tight. chris
