3930 PTO will not disengage

I have a 3930 New Holland tractor-the PTO will not disengage- I removed the safety module from the tractor. The tractor will start with the safety module pushed in or out. It will not start ( the tractor) if the safety module is completely removed from the wire. Is there a direct correlation between the safety module not working and the PTO running constantly or is the PTo running constantly a mechanical issue in the rear axle?
 
That's a little newer machine than I'm used to.
With the pto disengaged try prying against the pto with a 2X4 wedged against the 3 point linkage.
If you can stop it easily with the 2X4 it is the litle pto brake that is worn out and I wouldn't worry about it too much. Just shut off the engine to hook up your pto driveline.
If you can't stop it with the 2x4 then you need to pull the top cover and clean/pressure test/inspect the pto hyd valve.
Could be warped pto clutches too but try the easy things first.
 
you must have misread my question-that is part of the problem-the tractors PTO runs constantly even when you start the tractor
 
There is a simple microswitch on the PTO lever that opens when the lever is pulled forward (engaged). When the switch is open the starter will not crank. This has no bering on the operation of the PTO in any other way.

If the PTO turns continously... it's more than likely shucked the lining off the PTO brake shoe that rides against the clutch drum. You can stop the PTO with a bare hand IF that's all that's wrong. To be safe... try stopping it with a 2x4 first. If it won't stop you've either got a problem with the control valve or warped clutch plates. If it's a valve problem the PTO should freewheel when the engine is off. If the plates are warped you probably can't turn the PTO without turning the engine...
