My steering wheel will turn out or come up when trying to turn the wheel. Whats up with this and how do you fix it.

Most likely the upper bearing set in the steering box has failed from lack of lubrication.
The fix is replacing the bearing, and probably the bottom set also because the upper bearing assembly breaks apart when it fails and drops metal debris into the bottom set.

The fix is not particularly difficult if you have some mechanical skills and parts are under $100 if I remember correctly.

And no, pumping it full of 'corn head' grease will not fix it.

I did one fairly recently and would be happy to help you out with questions.

To expand on what Brad said, if its similar to Oliver 550, and I think it is, its a "recirculating ball" type system- bunch of steel balls inside of what amounts to a big nut. When the bearings fail, it allows upward movement of the mechanism, so the nut unscrews itself unstead of turning the sector gears.

The good news, it will only unscrew itself a couple or 3 times. The bad news is, that's because when it "unscrews", it lifts off the bottom of the housing, allowing some of the balls to fall out the bottom. They will then jam up the mechanism so it won't turn at all, necessitating immediate repair (and I hope tractor is in your shop when it happens).

Repair is not difficult, as Brad said- take off hood and gas tank, take steering box and steering column off as a unit, I think. Might oughta have a repair manual for this.

Thank you all for repling to my request. The tractor happens to be out in the pasture so I will have to get it in to work on it.
