Another Ford Problem: Not my truck this time

My landlord's 1990 Ford F150 with the 5.0L/302ci is running not so good now, its acting like the fuel pressure is not up to snuff. Just has no power at all, misfires. What is the fuel pressure supposed to be at the fuel rail on these? I found on the internet its supposed to be 55-62psi, but the replacement pumps are only like 44-46psi?
 
Thats what makes me think its the fuel pump, he just had it tuned up at a shop last week, they did everything: engine oil, plugs, wires, cap, rotor, the whole shebang.
 
I just finished working on a 93 with no power and would sometimes die at a stop light. Checked the fuel pressure but as soon as you turn the key off the pressure would drop quickly. Replaced the pressure regulator, problem fixed.
 
All filters are new. Fleetguard LF3313 Engine oil filter, new fuel filter, all new plugs, wire, the whole deal. Firing order was one of the first things I checked, all is good there. Plug wires are routed as per TSB 94410
 
on a ford the number 1-2-3-4 is on the right side 5-6-7-8 is on the left a lot of people get them mixed up
 
I had that very same problem. It happened right out of the blue truck started to run like it was starving for fuel. Replaced filters,plugs, and all the usual stuff then took it to a mechanic who replaced the same stuff even after I told what I had done. He said it was blown up so I sold it for scrap price to a friend who promptly put in a rebuilt computer and the truck runs fine. 1990 year 150.
 
The firing order on my old Mercury Cougar is this with the 302: Hal
PS: I would check that firing order.
