Found a 1968 3020, serial # 11708OR. Is the OR in the serial number for orchard and how many may have been built.

Well, JD certainly built 3020 orchards. They started in 1963 however if it doesn't have the side screens or citrus fenders its probably of dubious value.
Orchard & Grove tractors were designated by an (O). There doesn't appear to be an OR in my book. I don't know about 3020s but they built 76(19 & 57) gas and diesel 3010s so the number would be small.

I think you're mistaking a 0(zero) for an O(alphabet) as serial number for 1968 3020 starts at 112933. All New generation tractors the last 6 digits of SN designate yr model
 
The "R" simply means it's a Waterloo-built tractor.

The Code for "orchard" is in the part of the serial number you thoughtfully didn't post!

Another person with a "rare" Tractor. LMAO. You have a 1968 3020. I believe there where about fifty to sixty thousand of them built during the complete run.

If your was an orchard it would have different fenders and hood.
