Ford 9n/8n low coolant possibly water in oil

Pulgs wet/damp think I had some stuck rings so after removing all of the spark plugs sprayed some wd40 into cylenders and cranked a few times with plugs out then replaced the plugs with new one but after doing this I started to wonder why the plugs went bad and rings started sticking so i checked the oil and believe ther is water or coolant in it? bad head gasket?
 
A radiator pressure tester might show the problem, or lack of one. I think NC has it right though. The water will be under the oil and should come out first. Drain in a jar and let it settle.
