Calcium rust

What is a good way to stop calcium rust my sand blaster is not working. The calcium has been let set to long with the leak. The rim is saveable if I can get it stoped now.

It is like any other salt wash it real good wire wheel the area and then paint or what I prefer to use is spray on bed liner stuff that you can get from O'reilly's
 
I use an air chisel for the heavy scale and a wire wheel for the lighter stuff. Then use a rust reformer product on the bare metal, it turns black when it reacts with the rust. This seems to do a pretty good job stopping any rust that's left. Then prime and paint.
 
I suggest to get the sandblaster working.
It's the only way to get it stopped.

That rust converter stuff doesn't hold up. I tried it on a few cars and trucks with poor results.
 
I have used muratic acid + water and brushed it on. Let dry. Caution, wear protection, eyes, gloves, resperator, stay upwind. Then use a pressure washer, 3600 psi or more. Many applications on heavy rust will remove most of it. Then wire brush and use rustolum for heavy rust. Don't do this on concrete. Muratic acid will eat concrete too.
