I'm working on a mower, cleaning the rust off with electrolysis. What's the best way to clean off the black stuff that's left afterwards? Is there something I can wipe it down with?

I use a light, brass or bronze bristle brush while running water over it from the garden hose. I sometimes use a nylon dish washing type brush. It doesn't take much.

The black stuff is inert ie, will no longer react (rust). If it is very bad, then brush away with nylon or brass brush, stell wool also works well. Wipe with paint thinner and prime after the thinner evaporates.
