Making Road Bands for steel wheels

I got 3/8" strip rolled into a 4 foot diameter, 3 inches wide. Now the only challenge is to get it fit up to contact all the cleats. As you can see some cleats are shorter than others. They range from under 3" to 3-1/2" high and the overall diameter can be anywhere between 48" to 48-1/2". I"m thinking the easiest way to do this is to grind the longer cleats down until we"re about even. I think there is enough meat on these ones to grind no problem. More expensive route is to get more cleats made up to bolt both on the rim and the bands. I still have to weld end plates to draw the band together to produce a complete ring and side plates to hold the bands on. Any experts out there in roadbandology?

Wouldn't it be simpler the weld up the low cleats? If you use round rod, say 3/8 inch diameter and blend the weld in with a portable grinder it would not spoil the appearance all that much.
