444 in a school bus

I have a 444 international in a carpenter school bus that I bought. It is a 96 model, and I intend to use it as a swap meet rig. It is hard to start and it is cutting out under load. Never dies, just runs bad. Will idle fine.

I have replaced fuel filters, and the camshaft position sensors.

Any ideas on causes?
 
I would put a clear sight glass on the fuel line or operate it out of a 5 gallon fuel container connected to your fuel filter. This will tell you if the problem is in your fuel tank.

Hard to start probably means the glow plugs aren't all working. If you have to replace one on each side you might as well do all of them on that side since you have it opened up. Rough running might be injectors or HPOP might be going bad, both of which you can check on a computer. I'm assuming the oil isn't super old or dirty.
